Statement by President Ilham Aliyev presented at the 2nd OIC Science and Technology Summit in VIDEO – AZERTAC video format

The Organization of Islamic Cooperation (OIC) Second Science and Technology Summit was held online today.
According to AZERTAC, the statement of the President of the Republic of Azerbaijan Ilham Aliyev was presented in video form during the event.

Distinguished Secretary General,
I would like to express my gratitude to the Government of the United Arab Emirates and the General Secretariat of the Organization of Islamic Cooperation (OIC) for organizing the Second OIC Summit on Science and Technology.
Azerbaijan is an active member of the OIC family and cooperates closely with member states both bilaterally and within international organizations.
In recent years, around 10 meetings of ministers of foreign affairs, culture, tourism, education, labor and other ministers of OIC member countries have been held in Azerbaijan.
Azerbaijan has always strived to strengthen solidarity among Islamic countries, as evidenced by the hosting of the 4th Islamic Solidarity Games in 2017 with the participation of 54 states. We have also launched a scholarship program for citizens of OIC Member States to study in our country.
We highly appreciate the constant support of the OIC for Azerbaijan’s righteous position in the face of Armenia’s military aggression. Since the OIC Casablanca Summit in 1994, more than 80 resolutions have been adopted condemning Armenia’s aggression against Azerbaijan and supporting our sovereignty and territorial integrity. The establishment of the OIC Contact Group on the Aggression of the Republic of Armenia against the Republic of Azerbaijan in 2016 should be particularly mentioned for this purpose.
For its part, Azerbaijan has always supported the OIC member states and strived to ensure stronger solidarity and cooperation among Islamic countries.
The COVID-19 pandemic has created unprecedented challenges for the world. In his capacity as President of the Non-Aligned Movement, Azerbaijan initiated and successfully organized the NAM Summit in response to the coronavirus in May 2020. We also initiated the holding of the extraordinary session of the General Assembly of Nations United at the level of heads of state and government in December 2020.
Azerbaijan has made voluntary financial contributions to the World Health Organization in the amount of $ 10 million and has provided humanitarian and financial assistance to more than 30 countries, including a number of member states of the ‘OIC regarding the coronavirus.
We remain deeply concerned about “vaccine nationalism” and the inequality of access to vaccines between developing and developed countries. According to international reports, so far, more than 82 percent of vaccine doses worldwide have been purchased by rich countries, while only 0.3 percent have gone to low-income countries.
We reiterate our appeal to developed countries and international donor organizations to provide the necessary financial assistance to developing countries, especially the least developed countries.
As you know, Armenia, for about thirty years, occupied almost 20% of the territory of our country. Armenia carried out ethnic cleansing against Azerbaijanis. Over a million Azerbaijanis have become refugees and internally displaced persons. Armenia committed the Khojaly genocide. 13 countries have recognized the Khojaly genocide.
Four resolutions of the UN Security Council of 1993 demanding the immediate, complete and unconditional withdrawal of the armed forces of Armenia from the occupied Azerbaijani territories, the declarations of the Non-Aligned Movement, the OIC resolutions, the decisions relevant OSCE and other international organizations provided a legal basis for the settlement of the conflict. However, Armenia did not comply with the demands of the international community and tried to keep our lands under occupation forever. In July, August and September 2020, on three occasions, Armenia resorted to military provocations along the state border and the old line of contact, killing innocent civilians and instigating war.
In response to the large-scale military attack launched by Armenia last September, Azerbaijan carried out a counterattack operation, which resulted in the liberation of a large part of the occupied territories.
After the total defeat of the 44-day Patriotic War, Armenia had to sign an act of surrender on November 10, 2020 and was forced to withdraw its troops from the rest of Azerbaijani territories. Azerbaijan itself ensured the implementation of the 1993 UN Security Council resolutions.
Thus, Azerbaijan resolved the 30-year conflict and restored its territorial integrity and historical justice through military-political means.
We highly appreciate the resolute position demonstrated during the war by the OIC. The OIC issued statements supporting Azerbaijan. In particular, I would like to express my gratitude to Turkey, Pakistan and Afghanistan, who expressed their political support to us from the early days of the war.
During 30 years of occupation, Armenia deliberately destroyed all cultural and religious sites of Azerbaijan in the occupied territories. Out of 67 mosques in the territories that
were under Armenian occupation, 65 were razed and the other 2 were seriously damaged and desecrated.
I will send my colleagues an illustrative book which contains brief information and photos of our towns and villages before and after the occupation reflecting the total devastation and destruction of all religious and historical monuments in Azerbaijan.
In resolutions, the OIC strongly condemned the destruction and desecration of Islamic historical and cultural relics and shrines by Armenia in the formerly occupied territories of Azerbaijan.
On this occasion, I would like to express my special gratitude to His Excellency Mr. Yousef bin Ahmad Al-Othaimeen, Secretary General of the OIC for his visit to Azerbaijan in April and for his sincere congratulations on our victory. During his tenure, the Secretary-General has visited Azerbaijan six times, which demonstrates his support and respect for our country. He made a significant contribution to increasing the international influence of the OIC and strengthening the solidarity among the OIC Member States.
This year, the OIC Secretariat, the OIC Contact Group on the aggression of the Republic of Armenia against the Republic of Azerbaijan and the delegation of ICESCO visited the liberated territories of Azerbaijan. and witnessed vandalism committed by Armenia against Islamic heritage.
We observe Armenia’s attempts to strengthen its relations with Islamic countries. A country that has used our mosques as stables for pigs and cows and insulted the feelings of the whole Ummah cannot be a friend of Muslim countries and Muslims.
Since the topic of today’s summit is science and technology, I would like to stress that strengthening the scientific and technological potential of the country is one of our main priorities.
Azerbaijan is a member of the International Space Club. Today we have 3 satellites – 2 for telecommunications and one Earth observation satellite.
Azerbaijan has been selected to host the International Astronautical Congress to be held in 2023. It is a sign of recognition of Azerbaijan’s achievements in this field by the international space community.
Recently, I identified five national socio-economic development priorities for Azerbaijan’s next decade, one of which envisions the creation of competitive human capital and space for modern innovations.
The government is taking concrete measures to develop the ecosystem of innovation and startups.
Azerbaijan signed an agreement with the World Economic Forum to establish an Azerbaijani branch of the Center for the Fourth Industrial Revolution Network.
I have declared all the liberated territories of Azerbaijan a green energy zone. We will use the most advanced and innovative technologies in the restoration and reconstruction of liberated territories. The concept of “smart-city” and “smart-village” will be applied.
We wish that the enterprises of the brotherly OIC countries participate in the process of reconstruction of the liberated territories.
